This is the 2nd year for KTA China on Pingtan Island, the finale of the KTA Tour and promising to be the biggest and better event than ever. Last year we had around 50,000 spectators over 5 days and nuking winds to put on an amazing show, this event is like no other and promises to leave you with a lifetime experience (and 15 mins of fame)

2012年中國濰坊濱海國際風箏衝浪公開賽
暨第四屆中國濰坊濱海國際風箏衝浪邀請賽競賽規程
一、競賽日期地點
2012年8月18日至21日在中國山東濰坊濱海經濟技術開發區風箏衝浪基地舉行。
二、主辦單位
國家體育總局社會體育指導中心、中國風箏協會
三、承辦單位
山東濰坊濱海經濟技術開發區管委會
四、競賽項目
（一）競速（不分男女）
（二）男、女自由式花樣
五、參賽單位
邀請30多個國家和地區代表隊參加；國內各省、自治區、直轄市、香港特別行政區、澳門特別行政區、各行業體協等。
六、參加辦法
（一）參賽隊員必須持有有效的身份證明和人身保險證明並在賽前簽署免責聲明（附後）。
（二）各國代表隊限報男女運動員各2人，國內人數不限。
七、競賽辦法
（一）競賽規則：執行新制定的國際風箏衝浪比賽規則。
（二）參賽器材：器材自備，規格不限。
（三）參賽選手比賽時需要穿著由組委會統一發放的號碼背心。
（四）組委會有權根據天氣變化情況適當調整比賽日程或取消比賽項目。若取消比賽項目，獎金不予發放。
（五）比賽分兩個階段進行。第一階段進行資格賽；第二階段為決賽。競速賽前20名，自由花式比賽前8名有資格參加決賽。
八、名次與獎勵
本次公開賽共設獎金19.2萬元人民幣。
1、競速，獎金10.5萬元人民幣。
獎前二十名。第一名獎金3萬元人民幣；第二名獎金2萬元人民幣；第三名獎金1萬元人民幣；4—6名均獎5000元人民幣；7—12名均獎3000人民幣元；13—20名均獎1500元人民幣。
2、自由花式，獎金8.7萬元人民幣。
（1）男子自由花式，獎金5.1萬元人民幣。
獎前八名。第一名獎2萬元人民幣；第二名獎1萬元人民幣；第三名獎6000元人民幣；4-8名均獎3000元人民幣。
（2）女子自由花式，獎金3.6萬元人民幣。
獎前三名。第一名獎2萬元人民幣；第二名獎1萬元人民幣；第三名獎6000元人民幣。（必須3人以上參賽，否則取消該賽事）
九、費用
（一）組委會免費提供參賽選手8月17日至21日的食宿及駐地與賽場間的交通，其他不在組委會安排範圍內的費用自理。
（二）8月17日在青島機場、濰坊火車站全天接站。
十、裁判員
由組委會聘請專業裁判。
裁判長stephan(法國)：風箏衝浪國際裁判，擔任多次大型國際風箏衝浪賽事裁判長；
裁判員laurent(法國)：風箏衝浪國際連鎖培訓機構KBA越南地區負責人，資深國際風箏衝浪裁判
裁判員翟大輝(中國)：風箏衝浪國際教練員、裁判員，多次大型國際風箏衝浪賽事組織者，KTA2009、2010、2011賽季中國站的當地組織者

- 4. Competitive Events
4.1 Course Racing (Women and men riders shall be mixed in the competition.)
4.2 Freestyle (Women and men riders shall compete separately.)
- 5. Riders
5.1 Riders from more than 30 countries/regions will be invited;
5.2 Riders from provinces, autonomous regions, cities under separate state planning, Hong Kong Special Administrative Region, Macau Special Administrative Region and various industrial sports associations will be invited.
- 6. Application Requirements
6.1 It is a must that every rider to buy accident insurance for their travel and competitions before departure from their country/region and all riders are requested to sign the attached disclaimer.
6.2 The number of foreign riders shall be limited as two women and two men rider for each nation, and such limitation shall not be applied to home riders.
- 1. Competition Methods
1.1 Competition Rules: The latest international kitesurfing competition rules shall be applied;
1.2 Competition equipments: riders may bring equipments according to their needs, without limitation.
1.3 All riders are required to wear the T-shirt with number allocated by the organizers during the competition;
1.4 The rights to adapt the competition schedule or cancel competition events upon weather conditions shall be reserved by organizers; in case that competition events are canceled, no prize money shall be awarded or divided to riders;
1.5 Competitions shall be divided into two parts, i.e. the qualifying match and the finals. Riders ranking within top 20 of course racing, and top 8 of free style match shall be qualified for the finals;
- 2. Ranking & Awarding
The total prize money for this open tournament is 192,000RMB.
2.1 Course racing (Prize money: 105,000RMB):
Riders ranking top 20 will be awarded the prize money.
1st – 30,000RMB
2nd – 20,000RMB
3rd – 10,000RMB
4th~6th – 5,000RMB
7th~12th – 3,000RMB
13th~20th – 1,500RMB
2.2 Free style(Total prize money:87,000RMB):
2.2.1 Men free style (Prize money:51,000RMB)
Riders ranking top 8 shall be awarded prize money.

8.2.2 Women free style(Prize money:36,000RMB)

The number of women freestyle riders should be more than 3, otherwise the competition event of women freestyle shall be cancelled.
1. Expense
1.1 Riders will be provided with food, accommodation and local transportation for the competition from Aug 17th to 21st by organizes without charge, and any other expenses shall be responsible by riders themselves.
1.2 Pick-up service shall be arranged at Qingdao International Airport and Weifang railway station on Aug 17th.

- 3. Entry
3.1 All riders shall fill out the entry form and email them to organizers no later than August 1st. For international riders, please email the entry form towfkitesurfing@gmail.com.
3.2 After finishing the entry form, riders shall inform the organizers of the flight information for pick-up service and other arrangements.

2016巴西奧運項目，Kiteboarding正式進入奧運項目之一
國際帆聯(ISAF)2012年5月於意大利開會，並經投票確定風箏沖浪Kiteboarding將進入2016奧運項目之一。
從2011年開始已有一個評估小組被委派測試風箏沖浪成為2016奧運項目的可能，該評估小組建議
風箏沖浪成為ISAF正式比賽項目的組成部份，參與ISAF世杯和世界競標賽的比賽項目，並進一步
建議成為2016奧運之正式項目。

News from ISAF
the final event and equipment selections for the Rio 2016 Olympic Sailing
Competition.
The ISAF Council voted that Kiteboarding will replace windsurfing for the men's
and women's board events and confirmed the equipment that will be used for the
Women's Skiff and Mixed Multihull Events.
The Mackay FX, referred to as
the 49er FX, was selected yesterday as the two person women's skiff and today
the Nacra 17 joins the Olympic equipment family after being selected for the two
person mixed multihull event.
The 49er FX received the majority of votes
from the ISAF Council in the first round after the six evaluation trial entries
were narrowed down to just three; the 29erXX, the RS900 and the 49er
FX.
There was an equally animated debate on the final morning of the
Council meeting at this year's ISAF Mid-Year Meeting to decide the equipment to
be selected for the mixed multihull event. After discussing the recommendations
from the Evaluation Panel, the Equipment Committee and the Events Committee,
Council voted between the Nacra 17 and the Viper with the Nacra 17 securing the
majority.
The final discussion on the events and equipment for the 2016
Olympic Sailing Competition was about the men's and women's board events with
Council voting in favour or kiteboarding.
In November 2011 an evaluation
group was appointed to examine kiteboarding formats with the board events for
Rio 2016 defined as 'windsurfing and/or kiteboarding'. The Evaluation Group
recommended that kiteboarding be included in the ISAF Event family including the
ISAF Sailing World Cup and the ISAF Sailing World Championships but Council went
one step further and selected Kiteboarding for the Rio 2016 Olympic Sailing
Competition as well.
The ISAF Windsurfing and Kiteboarding Committee will
consider and make further recommendations to Council on the implementation of
the inclusion of kiteboarding at their meeting in November 2012 at the ISAF
Annual Conference.
ISAF President Göran Petersson said, "These
announcements mark a new era for sailing and we welcome the new classes into the
ISAF family. The equipment selections have fulfilled the criteria set out by the
Evaluation Panel and we look forward to seeing the boats not only at the Rio
2016 Olympic Games, but the ISAF Sailing World Cup and ISAF Sailing World
Championships.
"Kiteboarding has proven to us that it is ready to be
included into the list of prestigious ISAF Events and it is a fantastic addition
to the sailing programme for the 2016 Olympic Games."

2012 New Year's Cup Results
HKKF 2012 New year's cup has been postponed twice due to unsatisfactory wind condition this season. Fortunately today 12 Feb 12 the one up above helps and makes it happened out of the pessimistic forecast...
Out of a total 30 registered riders, 18 dedicated riders showed up. The wind was zero knot at 10:00 during skippers' meeting. Out of everyone's expectation, the wind was suddenly picking up to 10-11 knots at 11:45 and the race director Hoitin decisively announced the first race at 12:30. But once the green flag up for the start the wind dropped to barely 8-9 knots and only one could finish the race. The race was abondoned.
Luckily the wind came back to 10-11 knots and the 2nd race was started successfully with a simple sausage upwind/downwind course. And here are the results:

And last but not the least, HoiTin and Windy who basically did all the organizing works!
